Background

Hospitals and providers need a platform to allow patients to access and organize information in order to meet Meaningful Use Stage 3 requirements.

The Meaningful Use Stage 3 (MU3) program from the Centers for Medicare and Medicaid requires hospitals and providers to supply a minimum of one application that their patients can utilize to access their health information via an Application Program Interface (API) from the organization’s Electronic Health Record (EHR). In addition, the requirements state that patients should be able to use any application that meets the specifications of the EHR’s API to access their health information. The goal of these requirements is to spur innovation to better engage patients in their care and provide them with control over access to and the ability to organize their health information. Patients must be provided with instructions at discharge from the hospital or departure from a clinic visit on the available applications from which they can access their health information and where to find them.

The goal of this Challenge is to create an ecosystem of patient facing applications that meet MU3 requirements and integrate with Allscripts solutions via Allscripts Open APIs.

All application vendors determined by Allscripts to meet the requirements of this Challenge will be included on a list of potential options Allscripts clients can utilize and communicate to their patients. The Challenge winners will be announced at the Allscripts Client Experience annual meeting in August 2016 in Las Vegas.

Description

The Allscripts Open API Patient Engagement Challenge asks developers to create an application for use by patients that uses the Allscripts Open APIs to connect to at least one or more Allscripts solution (Professional EHRTM, TouchWorks® EHR, SunriseTM) to obtain the specific health information detailed below.

  • Patient Engagement
  • The application should be easy for patients to use to request and organize their health information from their Allscripts provider or hospital’s EHR. The application also needs to permit a patient’s authorized representative to request and organize their health information. The display of health information data should be easy to understand and should take into consideration the ages, abilities and disabilities of the general population in utilizing electronic resources.

  • Patient Selection
  • Send a patient request for data with sufficient information in order for unique identification of the patient and send an ID or other token that can be used by the Allscripts MU3 APIs and EHRs to subsequently execute a response to patient requests for that data.

  • Data Category Request
    • Send patient requests for data (based on an ID or other token) to the APIs for one or more of the Allscripts EHR solutions for each of the individual data categories specified in the Meaningful Use Stage 3 (MU3) Common Clinical Data Set and accept the full set of data for that data category in the FHIR (Fast Healthcare Interoperability Resources) format and in compliance with the MU3 Common Clinical Data Set data category standards from the ONC (Office of the National Coordinator of Health IT). See the following table for the Common Clinical Data Set data category requirements.
    • Send patient requests for their data for a specific date as well as patient requests for their data within a specified date range.
  • All Data Request
    • Send patient requests for data (based on an ID or other token) to the APIs for the three Allscripts EHRs for all of the data categories specified in the Common Clinical Data Set at one time and accept such data (according to the specified standards, where applicable) in a summary record formatted according to the standard specified in § 170.205(a)(4) HL7 Implementation Guide for CDA® Release 2: Consolidated CDA Templates For Clinical otes (US Realm), Draft Standard for Trail Use Release 2.1, August 2015, following the Continuity for Care Document CCD document template format.
    • Send patient requests for their data in the C-CDA format associated with a specific date as well as patient requests for their data within a specified date range.

Participants in the Challenge will utilize the developer tools and resources available on the Allscripts Developer Portal.
