Shopping for Insurance? We’ve Got You Covered

Is my prescription covered? What’s my copay? Choosing a health insurance plan that gets you the most bang for your buck is daunting. For many, medication price and coverage is a crucial decision factor. Meanwhile, drug prices vary under different plans and comparing costs is a necessary, but messy, step in selecting the best plan.

Lucky for us, tech-enabled solutions have the potential to revamp the insurance shoppingexperience. Think: Black Friday-like madness becomes your very own virtual personal shopper in the palm of your hand. The Rx Cost and Coverage Challenge, sponsored by the Robert Wood Johnson Foundation (RWJF) in collaboration with Vericred, encouraged the creation of new consumer tools to help users directly compare insurance plans based on medication and out-of-pocket costs.

Dozens of teams created and submitted novel consumer tools for selecting a plan on the health insurance exchange marketplace. The submissions incorporated data and APIs supplied by Vericred, PokitDok, Iodine, and GoodRx, such as formulary data and information corresponding to drug costs, for accurate and effective solutions. Industry experts then evaluated the submissions, and sent five teams to the final round. Of the five finalists, three solutions came out on top as the most helpful consumer tools.

Taking home the grand prize of $50,000 is HonestHealth, Inc. This platform makes it so easy to compare insurance plans that people may actually want to find shop for insurance. honesthealth_logoOnce the user has filled out minimal information such as age, location, and medications taken, the platform’s gliding tool offers a robust, yet comprehensive, list of insurance plans based on estimated out-of-pocket drug costs. The tool also offers information about drug tiers, what pharmacy to go to, and suggests GoodRx coupons right in the insurance selection tool. This tool gives consumers even more ways to save on health care costs and ultimately eases the burden of decision-making. HonestHealth’s CEO, Emilio Galan was excited to participate in the challenge because “with drug costs rising faster than wages” he felt that HonestHealth could “provide a consumer-friendly way to manage drug expenses,” and that they did.

, came in at second place, with a beautifully user friendly platform that requires little effort or information from the user. The tool provides an extensive list of optionsclearx_logo and allows the user to sort by what is most important to them, such as customer ratings, annual out of pocket costs, and other criteria. CleaRx Custom Drug Search provides an additional tool for consumers to compare alternative drug options. The tool provides a truly personalized insurance shopping experience.

In third place, Clear Health Analytics collects information from users in order to create an estimate of projected annual use of medical services and medications. Using these predicted numbers, the tool provides a list of recommended health insurance plans and the costs anticipated. It allows the user to highlight favorites and compare them side by side.

Digital will be key to meeting the challenges of health care provision in the 21st Century. Digital health solutions can dramatically improve the lives of a growing number of people with chronic conditions; an excellent example being diabetes, where new technology diabetic patients log and monitor their blood glucose levels, gauge their carbohydrate and caloric intakes, track their weight and physical activity, share data and communicate with their physicians and the care community.

Carefully integrated with the patient journey and clinician workflow, digital is perhaps the most powerful way in which we can deliver health care system transformation, and at the same time improving clinical and financial outcomes. This digital transformation allows systems to become more efficient and patient-centric, with most of the care and monitoring provided remotely. With adequate control, quality labelling and codes of practice, health and personal data issues can be identified, addressed and data-protected.

However, although they are readily available, we still don’t see a broad and systematic adoption of digital technologies in most health care systems. We are facing a number of challenges and need to end the right strategy and action
plan to improve stakeholders’ engagement, promote implementations in the clinical setting and accelerate the digital transformation of health care.

With this objective in mind Health 2.0, Mobile World Capital Barcelona and TICBioMed co-organized a digital health champions’ meeting on 12 May 2016, gathering key European leaders from health authorities, patient organisations, health care providers, insurers, start-ups, pharma and venture capital groups in the context of the Health 2.0 Europe conference in order to identify challenges and propose solutions. This document is the result of the event’s discussions: “Digital Health Transformation: A Call for Action”.

Below is an attempt to organize and summarize the conclusions of the discussions that took place on 12 May 2016 as part of Health 2.0 Europe’s forum for Digital Health Champions on: “Building a new roadmap for innovation adoption in the clinical setting”.

The event gathered 35+ European digital health leaders who identified important barriers to innovation adoption, explored interesting initiatives from around the world to overcome these barriers and provided recommendations for the acceleration of large scale implementations in Europe.

Participants were encouraged prior to the meeting to think about three key questions ‘from your professional experience, what are the three main barriers to Digital innovation adoption in the clinical setting?’; ‘could you identify the enhancers of three success stories’ and ‘three actions to start tomorrow’.

The objective of this summary is to ignite a conversation and participative call for action.
We have organised the identified barriers and suggested solutions into four broad, inter-connected groups:

◊  The Organisation of Health Systems
◊ Providers’ Concerns
◊ Communication/Advocacy/Networking/Training


The evidence supporting digital health solutions has mainly been provided by start-ups themselves, although some systematic reviews are available in the scientific literature. There is no official agency or department within health authorities in charge of evaluating, certifying, or recommending digital health solutions. The evaluation frameworks that do exist are neither consistent nor comprehensive and don’t provide an easy way to compare clinical and financial evidence across solutions.

Support is needed, at the European and/or member state level, to provide a standardised model and consistent framework for the evaluation of digital health solutions covering key indicators such as clinical and financial evidence, patient safety, privacy and data security, compliance with EU and member state regulations, long-term user engagement, adaptability to the clinician work ow, etc… This framework would guide the development of new solutions and provide start-ups with a consistent set of indicators for the production of their evidence.

A consistent evaluation framework including an indicator on data privacy and security would allow health authorities to gauge the compliance of apps and solutions with their minimum data protection requirements.

Digital health provides communication tools for better coordination among health professionals and between medical specialties, supporting data-driven decision support, knowledge management and work ow integration. However, the silo culture is still very much present in the world of health care and in itself can be a barrier to the adoption of technologies.


There is a lack of financial incentives for providers and health professionals to adopt digital health.

This is especially true when the implementation of digital solutions could result in a decreased number of admissions/ readmissions and a loss of revenues. A switch from activity- to outcome- or value-based compensation would create an incentive to adopt digital health solutions.


Risk aversion often translates into inertia. Increased information and exchanges between those in charge of digital transformation would reinforce their leadership (training sessions, working groups, conferences and networking opportunities, etc…). A number of health care providers have created the position of Chief Medical Information Officer (CMIO), essentially building bridges between medical and IT teams.


There is a strong demand and need to personalize health care services and follow more user- or patient-centered design principles. At the same time, the main focus has been on solving problems at the provider level – not at the user (clini- cian and/or patient) level. Digital health designs should be at the same time patient-centered and in line with providers’ work ow.

Digital health has enabled patient empowerment. And this new level of engagement, profoundly changing the patient-provider relationship, is only going to increase in the future. The risk of patients misunderstanding the increasing amount of health information available online – and not always from trusted sources – is real and may result in their questioning physicians’ advice. Health professionals need to better understand who are the new ‘Patients 2.0’ and learn how to work with them as a team.

Health professionals are not only concerned that digital health implementations will result in an increased workload, they also apprehend a change in the nature of the work performed. They went to medical school to treat patients, not to spend their days doing data-entry. Providers’ investment in digital transformation needs to be accompanied by organisational transition and redesign programmes.

…about patients’ requests to access their digital data.


In addition to a proper evaluation, increasing health professionals’ exposure to digital health solutions and providing them with more clinical evidence would help boost their trust. Success stories need to be highlighted.



Digital health ecosystems need to promote awareness and exchanges of best practices. Clinician pioneers and digital health early adopters need to share their experiences on a global scale – maybe through online ‘Innovation Observatories’, where health professionals could check different implementation projects from around the world and their impact.

Compared to pharma and medical device innovations, there is very little digital health training proposed to clinicians. There is now good evidence that the overall digital literacy of the health workforce is not adequate. On all sides there is a call to develop a digitally smart health workforce.

Equally, digital literacy is an essential complement to general health literacy for citizens and patients, for which additional training and support has to be provided at all levels.


While many start-ups have been guilty of developing their solutions ‘in a bubble’, they now realize that users’ long term engagement depends on their early involvement in the design process (‘users’ being both citizen/patients and the healthcare professionals).

However the insight that start-ups are gaining is too little reflected in the positioning of the large industry players and their design practices. The message needs to be communicated to the Companies and to Venture Capitalists also, that in the long-term there will be better results from needs-led rather than product-led development. Here strong evidence is needed, to reinforce the point and to bring about constructive change, with improved adoption because users, both citizens and clinicians, have been engaged sufficiently in technology design and implementation.

Rx Cost and Coverage Challenge: Finalists to the Rescue!


Ever wish shopping for health insurance was as easy as shopping for shoes? As a result of the Affordable Care Act (ACA), most Americans are required to have health insurance, but struggle to find an affordable plan that fits their needs “just right.” Recognizing the need for effective technological solutions to improve the health insurance shopping process, the Robert Wood Johnson Foundation sponsored the RWJF Rx Cost and Coverage Challenge in collaboration with Vericred. The challenge prompted developers to create blueprint solutions providing simplified access to the many choices in the health insurance exchange marketplace that would allow consumers to directly compare prescription cost and coverage. Vericred, PokitDok, Iodine, and GoodRx each provided APIs for the challenge. These APIs supplied formulary data and information corresponding to drug costs allowing developers to create accurate and helpful solutions.

Phase I finalists include Clear Health Analytics, a health insurance consultancy system that empowers clear and unbiased cost comparisons. Honest Health, Inc., a platform that offers the transparent ability to choose the best healthcare options. CleaRx, a unique plan that helps consumers find the best alternative Rx selections in the market. Pillsy, your own personal medical assistant, providing an easier way to manage vitamins and medications. And last but not least, C4B Solutions, an ingenious software set out to accelerate the interoperability of the healthcare industry.

Comparing prescription cost and coverage is complicated, but it doesn’t have to be. We’re counting on finalists of the Rx Cost and Coverage Challenge to fix it as they move on to Phase II to develop a fully functional mobile or web application. This idea will be brought to life and provide consumers with beneficial access to reliable information on drug value and effectiveness.

Pfizer Launches Global Innovation Challenge to Enrich the Lives of Patients Living with Metastatic Breast Cancer (mBC)

Did you know that an estimated 315,000 women in the U.S and E.U.1 are living with an incurable disease?2,3 The metastatic breast cancer (mBC) diagnosis can leave patients and their families experiencing uncertainty and significant emotional burden.4

Metastatic breast cancer is the most advanced type of breast cancer in which the tumor cells spread beyond the breast to other parts of the body, potentially affecting the bones, liver, lungs or brain.3 While progress in patient care has been made in the past decade, there is still a need for improvements in care and support among patients living with this disease. Pfizer is sponsoring the Advancing Care for Patients Living with mBC innovation challenge, in collaboration with Health 2.0, to encourage healthcare innovators to harness technology and develop cutting edge solutions that will help enrich the lives of patients living with metastatic breast cancer.

The challenge, Advancing Care for Patients Living with mBC, asks applicants to develop technology-enabled solutions to address one or more of the key patient needs below:

  • An intuitive, customizable, and tailored care management solution that improves care and disease management for patients living with mBC, incorporating a comprehensive approach to well-being across the care continuum
  • Solutions to support mBC patients with their daily living and enrich their lives
  • Solutions to help patients living with mBC engage and support one another

The challenge includes three phases. Phase I calls for the development of creative concepts that address key mBC patient needs, and submissions are due by January 20, 2017. Five semi-finalists will be selected from this round to move on to Phase II, where they will receive mentorship from industry experts to guide the development of their solutions. A mid-challenge pitch during this phase will determine the three finalists who will advance to Phase III. The finalists will demo their prototypes at a live pitch event in July 2017, where the grand prize winner will be selected.

A total of $250,000 in prize funding will be available to disruptive solutions with the greatest potential to enrich the lives of patients with mBC. With this challenge, Pfizer hopes to help close the gaps in mBC care and catalyze the development of meaningful solutions to support patients along the care continuum and improve their overall quality of life.

DocSpot Steals the Spotlight!

According to a poll by The Associated Press-NORC Center for Public Affairs Research only 22 percent of participants were confident that they can find useful information to compare the quality of local doctors. This is a problem that we have all faced; not going to the doctor simply because we can’t find the right one to go to. The Robert Wood Johnson Foundation and Propublica wanted to find a way to customize the consumer experience of choosing health care providers, so that people can get the care they need, where and when they need it. The RWJF and ProPublica Finding the Right Provider Challenge, hosted by Health 2.0, put developers’ skills to the test, and asked them to create better tools to support consumers trying to locate the right provider for their personal needs.


DocSpot was selected as the competition winner.  While many efficient and creative search tools were submitted, only DocSpot’s simple-to-use tool offers an extensive variety of filter options for a most personalized experience. Ningning Lin, a Product Developer at DocSpot, shared that she was “excited to enter this challenge because of its relevance to our times as healthcare decisions and costs increasingly shift toward consumers. We at DocSpot strive to help patients navigate data in meaningful ways.” Through recently released CMS data containing information about providers who participate in Medicare, DocSpot supplied a seamless ability to match patients to providers. Ningning added, “We are grateful that RWJF, ProPublica and Health 2.0 sponsored this contest and recognize this achievement as just one milestone along our common journey of empowering patients to make better healthcare decisions.”

Locust Tech Inc. was selected as the second place winner, followed by DocFinder Sherpa in Third. All three winning search tools promise easy matching to the perfect provider. Each empowered a consumer-focused algorithm addressing quality of clinical care, cost factors and customizable options.

Welcoming James Madara to our 10th Annual Fall Conference!

We are very excited to have Dr. James Madara with us again on the Health 2.0 stage this year! Dr. Madara is CEO of the American Medical Association, the nation’s largest physician organization. An accomplished academic medical center physician, medical scientist and administrator, Dr. Madara has served as Timmie Professor and Chair of Pathology and Laboratory Medicine at the Emory University School of Medicine and as CEO of the University of Chicago Medical Center, bringing together the university’s biomedical research, teaching and clinical activities.

Last year, Dr. Madara talked about about the AMA’s wider role in changing American health care, including its founding of Health2047, its partnership with Matter and its role in SMART. This year, however, will be a bit different. Since his talk last year, Dr. Madara referred to digital health as the “snake oil” of the 21st century. So, is he with us or against us?? On our stage, he will have a discussion with Matthew Holt, to explain what he meant by this statement, the state of play, the role of tech in doctors’ offices and in our lives, and what the Health 2.0 community needs to do to improve. This should be a really intriguing discussion and we are looking forward to seeing it on our stage on Monday, September 26th at 5:20pm!

Welcoming Alan Warren to our 10th Annual Fall Conference!

Health 2.0 is proud to present Alan Warren, the CTO and SVP of Engineering for Oscar Health, who will be joining us for the mainstage panel “The Next Gen Consumer: Technology for Health Choices.” Oscar Health is a high-tech NY startup aiming to transform the healthcare industry. Prior to Oscar, Alan was Engineering VP in Google’s NY office and led efforts there spanning desktop and mobile search, AdWords, and Developer APIs and tools, as well as starting products such as Google Finance, Blog Search and Google Health. While there, he also founded and led Google’s collaborative applications area, including Google Drive and the Docs, Sheets and Slides suite.

Alan will join us to speak about what he’s learned through his position at Oscar, such as the complexities faced in the consumer marketplace today and how Oscar’s goals for the future have been changes by these complexities. Given the company’s unique approach to selling their insurance plan, Alan will also discuss what he’s learned about consumer expectations and how to become a disruptor in this market that has proven to be difficult to crack. Announcing the Winners of Technology for Healthy Communities!

Technology for Healthy Communities, a pilot program that facilitates the adoption of technology in U.S. communities, has matched three high-performing health tech innovators with three communities in California, Florida and South Carolina to help address local health needs.

Over 200 innovators across the U.S. submitted applications to Technology for Healthy Communities, a program sponsored in 2016 by the Robert Wood Johnson Foundation and powered by Health 2.0. The selected innovators will implement projects that will help the participating communities address the social determinants of health at the point of care, coordinate care for people with chronic disease, and collect bicycle and pedestrian traffic data to improve safety.  The matched community and technology solution pairs will receive funding and guidance from the Technology for Healthy Communities team to implement their pilots.

The program aims to help under-served communities adopt technology solutions to their most pressing health problems. Michael Painter, Senior Program Officer at the Robert Wood Johnson Foundation, commented “Many leaders in communities across the U.S. could potentially enhance efforts to build a Culture of Health in those places with the right technology solutions. Efforts like Technology for Healthy Communities offer communities a unique way to test and implement technology to help those leaders address specific health and health care needs of their residents.”

The Pilots

Healthify, a NYC-based company with a leading collaborative software solution, is partnering with ACCESSHealth Spartanburg, a non-profit agency primarily working with the uninsured population in Spartanburg County, SC. Together, along with the support of Spartanburg Way to Wellville and the Mary Black Foundation, they will pilot their community resource platform to provide community interventions for social determinants of health at the point of care.  The Healthify platform addresses current pain points in community health care, such as the inefficiency of addressing social needs of patients and assisting case managers to help make case management easier. With more information collected on social and behavioral needs, they aim to strengthen ACCESSHealth Spartanburg as a center for both quality provision of healthcare and social service referrals.

CTY, a St. Louis-based civic health tech company, will partner with The Health Planning Council of Northeast Florida, the City of Jacksonville and the Clinton Health Matters Initiative to conduct a pilot in Jacksonville, FL. Jacksonville is the 3rd most dangerous U.S. metro area for pedestrians. CTY will deploy its signature product NuminaTM for the pilot project. With this technology, the Jacksonville, FL community will collect bicycle and pedestrian traffic data, which they can use to assess current conditions, plan further improvements, and use as a baseline comparison for impact of forthcoming improvements. Their objective is to utilize the pilot project to identify and encourage safe opportunities in the community for residents to be more physically active, ultimately improving health outcomes and reducing rates of chronic disease.

In Alameda County, CA, the Community Health Center Network (CHCN), as part of their Care Neighborhood initiative, is interested in using technology to sustain high risk patients and guide them to appropriate community resources. As part of the Technology for Healthy Communities program, they selected Welkin Health as their pilot partner. Welkin Health, a San Francisco-based health technology company, focuses on tackling chronic diseases through tools that enhance patient-provider relationships, manage chronic disease care, and promote patient engagement. CHCN will partner with Welkin Health to implement a case management tool that engages members and eases current health care worker burden. Together, they will pilot this case management tool in three centers to help community health workers to effectively and efficiently coordinate care and improve social determinants of health in Alameda County, CA.

The pilots will kick off in October and the Technology for Healthy Communities team will work with the innovators and communities to determine if a sustainable, commercial relationship is possible between the pair. According to Indu Subaiya, Co-Founder and CEO of Health 2.0, ““Technology for Healthy Communities has the opportunity to catalyze the adoption and use of health technologies in communities in order to impact social determinants of health, improve health outcomes and create business opportunities for technology companies. We at Health 2.0, believe that this matchmaking program enables both innovators and hosts to save time and resources in identifying each other and maximizes the chances for sustainable and commercial partnerships to develop.”

This project could not have been possible without the support of the Robert Wood Johnson Foundation, the continued dedication of the community organizations and the commitment of the innovators. We look forward to seeing these RWJF supported pilot outcomes and with that success exploring interest with funders about potential opportunities to expand the program in 2017. Before joining the Moore Foundation in 2015, which is one of the largest foundations in America, Dr. Fineberg was the long-term president of the Institute of Medicine (now the National Academy of Medicine). Prior that position, he was the Provost of Harvard University and the Dean of the Harvard School of Public Health. Dr. Fineberg brings a wealth of experience in health care, public health, education and technology to our stage.
